台灣：數位化／智慧監控強化廢水排放管理 台灣龍神 Taiwan’s Ministry of Environment Advances Digital Transformation of Wastewater Management

Taiwan Ministry of Environment（環境部）於 2025 年 9 月 17 日公布草案，擬修訂「水污染防治措施及檢測申報管理辦法」，要求每日排放量 10,000 噸以上之企業或污水處理系統，必須安裝獨立電子流量、水質／水量自動監測設備，且監測資料須直接傳輸至主管機關，以落實數據透明、被動檢查轉為主動監管。

同時，於 2025 年10月28–29日舉辦的 2025 Taiwan International Water Week「Water Leader Summit」強調 AI 驅動智慧流域、智慧水務管理。

On 17 September 2025, Taiwan’s Ministry of Environment (MoENV) announced draft amendments to the Regulations Governing Water Pollution Prevention Measures and Testing Reporting Management. The revision aims to strengthen water quality protection through   digitalized monitoring, stricter accountability for operators, and enhanced transparency to prevent data falsification.

   Data-driven and Smart Management 數據驅動和智慧管理

   Enterprises or sewerage systems with permitted daily discharge volumes of 10,000 tons or more will be required to install independent electronic meters and automatic water quality/quantity monitoring devices at critical points of their wastewater treatment facilities. Monitoring data must be transmitted directly to the authorities, shifting management from passive inspection to proactive oversight.

   日排放量達到或超過1萬噸的企業或污水處理系統，須在其污水處理設施的關鍵節點安裝獨立的電子水錶和自動水質/水量監測裝置。監控資料必須直接傳輸至相關部門，從而將管理方式從被動檢查轉變為主動監督。

   Stricter Responsibility for Operators and Service Providers 對營運商和服務提供者提出更嚴格的責任要求

   A new definition for “automatic monitoring service agencies” has been introduced. Enterprises or sewerage systems must register their contracted service providers. If falsified data is detected and confirmed during the contract period, the responsible agency’s name will be publicly disclosed, and the enterprise will be required to change service providers.

   新規引入了「自動監測服務機構」的定義。企業或污水處理系統必須登記其已簽約的服務機構。如果在合約期間內發現並確認有資料造假行為，相關機構的名稱將被公開，企業將被要求更換服務機構。

   Direct Data Transmission to Prevent Fraud 直接資料傳輸以防止造假

   Improvements to the automatic monitoring and data transmission system include standardized communication formats and direct transfer of raw monitoring data. This ensures reliability and integrity of reported information.

   自動監控和資料傳輸系統的改進包括採用標準化的通訊格式和直接傳輸原始監控資料。這確保了所報告資訊的可靠性和完整性。

   
   

The Ministry stated that these changes will strengthen deterrence against illegal pollution and create a fairer compliance environment for law-abiding enterprises.

Relevance to Chemical Regulation and Compliance

For industries handling chemical substances, the revised wastewater monitoring rules increase compliance obligations related to pollutant discharge control. Chemical manufacturers and downstream users must ensure that their wastewater treatment processes meet legal discharge limits and that all monitoring data is accurate and digitally traceable. These measures align with broader regulatory trends emphasizing transparency, environmental accountability, and stricter enforcement of pollutant management.
